The Universal Competency Framework (UCF) provides a rational, consistent and practical basis so that we can understand a specific person’s behaviour at work and assess how successful they can be in a certain role and environment. Our SHL partners have developed the UCF by drawing on their comprehensive workplace behaviour study program. The framework can be used to build competency models for assessing all types of positions or to match the models our clients use to the universal set of competencies.

We also provide a full package of talent management tools together with content supporting the Universal Competency Framework.

The UCF is an instrument that makes it easier to define key competencies. With the help of this framework preparation time for all types of talent assessment projects is drastically cut. The UCF draws on empirical evidence and thorough scientific research — a fact which enhances the validity of both the assessment and the future performance predictions made on the basis of the assessment.


A person’s performance in their job role is determined by their specific individual preferences which help the person or prevent them from effectively meeting the requirements of the role; by the skills developed and the behavioural strategies; by the person’s motivation and cognitive capacities .SHL have developed tools which help us measure and interpret each one of those four factors. This allows for an extremely accurate prediction of a person’s potential to perform in a certain role.The measurement can be used not only to boost chances of success when recruiting and to predict the likelihood of success in a certain role, but also to identify potential development areas so that everyone gets the relevant support to be able to thrive in their new position.

Behavioural assessment (Assessment center)

Behavioural assessment serves to determine the level of skills and behaviour strategy manifestations against key competencies. We apply the assessment centre method and adhere to SHL's quality recommendations and standards. All experts taking part in our assessment projects hold an SHL certification (for the specific requirements for each role in the assessment centre: assessor, administrator and roleplayer).

Personal characteristics assessment

The Occupational Personality Questionnaire (OPQ) helps organizations understand how the specifics of individual behavioural style influence work performance. Declared by the British Psychological Society ‘the best personality questionnaire especially among the ones used in professional context’, the OPQ provides over 10 interpretive reports.
They present the meaning of the results against the assessment goal without using professional psychological and statistical jargon. Each of these reports meets a distinct set of needs: potential performance in a leadership role, guidance for management skills development, effective learning, effectiveness at different stages of the sales process.

The Motivational Questionnaire (MQ) measures 18 aspects of motivation and provides a detailed profile of the motivation factors that influence the work performance of the person being assessed. By applying MQ organizations understand better the link between individual motivation and engagement; identify and manage the strongest motivation and lack of motivation drivers; identify ways of boosting employee's motivation and engagement.
MQ provides a number of easy-to-use reports that support decision making.
Verify (a series of tests assessing. Cognitive abilities assessment tests identify candidates with the right abilities and potential to be successful in a specific role.
